Creating an environment that facilitates clinical excellence

10th January 2019

One of the key recommendations in the 2008 KPMG Independent Review of Maternity and Gynaecology Services in the Greater Dublin Area Report is that Dublin maternity hospitals should be located alongside adult acute services, and this is a priority for the Government, the Department of Health and the Health Service Executive. This is the optimal solution for the provision of hospital-based maternity services, given that it can provide access to the full range of medical and surgical specialties, as well as clinical support services in sufficient volume and complexity to provide added value. This is particularly important for high-risk mothers and babies.

As Dr. Rhona Mahony, the Master of the National Maternity Hospital stated, the vision is to “create an environment which facilitates clinical excellence so that women and infants attending the NMH receive the highest standard of care”. It was decided that a new maternity hospital is required, to replace the existing facilities of the National Maternity Hospital in Dublin’s Holles Street. Given our team’s extensive experience in creating state-of-the-art healthcare facilities, we were appointed by the HSE to oversee this ambitious project.

Provision of full range of services

The Linesight team are responsible for the provision of a full range of cost management services, including providing building services cost control. It is imperative that the project is managed within the construction cost limits. The team is also fulfilling the role of project lead in risk management including dedicated risk management workshops.

Managing expectations

Because of the nature of the project, there are three key stakeholders; the Health Service Executive, the National Maternity Hospital and St. Vincent’s University Hospital

It is imperative that the expectations of all three stakeholders are managed appropriately, without compromising the project in terms of time or cost constraints

Achieving excellence

  • The requirements of the project include achieving a BER A3 Rating, delivery of the project to BIM Level 2 and providing a BREEAM ‘Excellent Rated’ status; all of which are areas in which Linesight is recognized as an industry leader
  • The project falls within the definition of An Bord Pleanála’s Strategic Infrastructure Development. This process requires considerable expertise on behalf of the design team to prepare and manage the Planning Application for submission to the ABP

Program delivery within a live hospital campus

  • The project will need to be completed while full hospital services and functionality are maintained, within an Acute Hospital Campus
  • Maintaining vigilant safety standards for the protection of staff, patients and general public is the top priority
